Efektivitas Program Beras Miskin (RASKIN) Dalam Uoaya Penanggulangan Kemiskinan di Kabupaten Asahan

Abstract

This study aims to conduct a study of Rice Program Effectiveness Poor (Raskin) in eradicating poverty in Asahan, with a view to the implementation process is the planning and implementation stages of the distribution of Raskin, and the obstacles that arise during the implementation of the program. The method used is descriptive qualitative. Sources of data include primary data through interviews to the source of the data sought by using purposive sampling technique. In addition to primary data is also supported by secondary data obtained from documents, books and records relating to the research theme. Data collection technique were interview, observation and documentation .. Based on the results of this research is that the implementation of Raskin program has been implemented in Asahan based on indicators that are used are effective management of rice for poor households which include targeted beneficiaries, the right quantity, pricing, timely, proper administration, the right quality and welfare society completely run less effective, because there are many things that need to be improved, including in terms of knowledge about the program, timeliness and raskin quota allocation to poor households. There are also some obstacles in Raskin in Asahan. It can be known from the communication that exists is not good because it was done quickly and the lack of time for the executive to conduct socialization program. From this it can be concluded that the implementation of Raskin in Asahan has not been effective.
