Abstract

Agrarian issues is not a new problem in Karo, but until today the method of settling the agrarian conflict is never obtained. Therefore, Karo District Land Office should be able to be wise in finding a solution to overcome these problems, especially in the implementation of transitional ministry of land rights. Considering that most of the population are farmers Karo which would require the land as a place they depend. In accordance with the formulation and research purposes, the form of this research focuses on the process, a description of the analysis, which aims to determine the optimization of land services in the turnover of land rights in Karo District Land Office. The approach taken is juridical, normative, sociological and empirical. Juridical, normative, meant researching materials general bibliography, legislation in force, relating to the cases. Results of research and discussion of the implementation of land services in the turnover of land rights in the District Land Office Karo good enough. This is because the implementation in accordance with the governance that has been determined, which is implemented by Sub Section Transfer of Rights, and the imposition of PPAT, as well as their good working relationship between the parties PPAT the Tanah Karo District Land Office. The obstacles that occur in the implementation of registration of transfer of rights to the land, internal factors, divided into 2 (two), namely: technical aspects (operations), including a lack of human resources / expertise, conflicts of interest of employees between the interests of the work with his personal interests, files required is not complete or incomplete, and the land will be transferred their rights in case of dispute. External factors, in this case from the public Karo itself, including: the number of transfer of rights over land that is done under the hand only with stamp duty, is still the lack of public knowledge about the importance of registration of transfer of rights to the land, For rural communities, the cost for make the switch right to buy and sell on PPAT on the ground until the requested transfer of rights is very expensive as well Many communities in rural areas to register transfer of rights over the land through the village chief, who sometimes because of busy village chief switchover resulted in registration of land rights to be delayed.
