Peranan pegawai negeri sebagai unsur aparatur negara dan abdi negara adalah sangat penting dan menentukan di dalam menyelenggarakan pemerintahan dan pembangunan untuk mencapai tujuan nasional seperti tercantum dalam pembukaan UUD 1945 yaitu melindungi segenap bangsa dan ikut melakukan ketertiban dunia yang berdasarkan perdamaian abadi dan keadilan sosial.	en_US
