| Abstract: | The role of civil servants as elements of the state apparatus and state servants is very important and decisive in carrying out government and development to achieve national goals as stated in the preamble to the 1945 Constitution, namely protecting the entire nation and participating in carrying out world order based on eternal peace and social justice. Peranan pegawai negeri sebagai unsur aparatur negara dan abdi negara adalah sangat penting dan menentukan di dalam menyelenggarakan pemerintahan dan pembangunan untuk mencapai tujuan nasional seperti tercantum dalam pembukaan UUD 1945 yaitu melindungi segenap bangsa dan ikut melakukan ketertiban dunia yang berdasarkan perdamaian abadi dan keadilan sosial. |
