Pengaruh Waktu Penetapan Anggaran, Fiscal Stress dan Sisa Anggaran terhadap Serapan Anggaran pada Pemerintah Kabupaten/Kota di Sumut

Abstract

Penelitian ini bertujuan untuk mengetahui apakah waktu penetepan anggaran, fiscal stress, sisa anggaran berpengaruh secara parsial dan simultan terhadap serapan anggaran pada pemerintah Kabupaten/Kota di Sumut. Variabel indpenden yang digunakan pada penelitian ini adalah waktu penetapan anggaran, fiscal stress, sisa anggaran sedangkan variabel dependen pada penelitian ini adalah serapan anggaran. Yang menjadi populasi pada penelitian ini adalah seluruh Kabupaten/Kota di Sumut sebanyak 33 dengan periode 2015-2018. Dalam penelitian ini peneliti menggunakan populasi sebagai sampel penelitian yaitu seluruh Kabupaten/Kota di Sumut sebanyak 33. Jenis data yang digunakan dalam penelitian ini adalah kuantitatif. Sumber data yang digunakan dalam penelitian ini adalah data sekunder. Teknik analisis data yang digunakan adalah analisis regresi linier berganda dengan pengujian hipotesis menggunakan program SPSS. Hasil penelitian menunjukkan bahwa secara parsial waktu penetapan anggaran ( X1 ) tidak berpengaruh signifikan terhadap serapan anggaran, sedangkan fiscal stress ( X2 ) berpengaruh signifikan terhadap serapan anggaran dan sisa anggaran ( X3 ) berpengaruh signifikan terhadap serapan anggaran. Secara simultan waktu penetapan anggaran, fiscal stress, sisa anggaran berpengaruh positif dan signifikan terhadap serapan anggaran. Nilai R2 menunjukkan hasil sebesar 0,205 atau 20,5% dimana menunjukkan bahwa variabel waktu penetapan anggaran, fiscal stress dan sisa anggaran mempengaruhi serapan anggaran sebesar 20,5% dan sisanya sebesar 79,5% dipengaruhi oleh variabel lain diluar penelitian ini. The study is intended to determine whether the time penetepan budget , fiscal stress , the rest of the budget impact is partial and simultaneously to the uptake of the budget in the government district / city in North Sumatra . Variable indpenden are used in research this is the time of the determination of the budget , fiscal stress , residual budget while the dependent variable in this study is budget absorption . Which becomes populations in research this is the whole district / city in North Sumatra as many as 33 in the period 2015-2018. In this study , the researcher used the population as the research sample , namely all regencies /cities in North Sumatra as many as 33. The type of data used in this study is quantitative . The source of data used in this research is secondary data . Mechanical analysis of the data used is analysis of regression linear multiple by testing the hypothesis using SPSS. Results of the study showed that in the partial time of the determination of the budget (X1 ) does not influence significantly to the uptake of the budget , while fiscal stress (X2) influential significantly towards uptake budget and the rest of the budget (X3) influence significantly toward ser apan budget . In simultaneous time determination of the budget , fiscal stress , the rest of the budget impact positively and significantly to the uptake of the budget . Rated R 2 shows the results of 0.205 or 20.5% which indicates that the variable time of the determination of the budget , fiscal stress and the rest of the budget affect the uptake budget amounted to 20.5% and the rest of 79.5% is influenced by variables other outside research this .
