Analisis Pengukuran Kinerja Keuangan Atas Pelaksanaan Anggaran Belanja Dengan Menggunakan Metode Value For Money Pada Kantor Kementerian Pekerjaan Umum Balai Wilayah Sungai Sumatera II

Abstract

Tujuan penelitian ini adalah untuk mengkaji bagaimana Kantor Kementerian Pekerjaan Umum Balai Wilayah Sungai Sumatera II mengukur kinerja keuangan terkait dengan pelaksanaan anggaran dengan memakai teknik Value For Money. Penelitian deskriptif adalah jenis penelitian ini. Populasi yang dipakai dalam analisis ini diambil dari anggaran tahun 2019–2021 untuk Kantor Kementerian Pekerjaan Umum Wilayah Sungai Sumatera II. Informasi anggaran dari Kantor Kementerian Pekerjaan Umum Kantor Wilayah Sungai Sumatera II tahun 2019– 2021 dijadikan sebagai sampel kajian. Temuan penelitian ini merupakan data kuantitatif. Penelitian ini memakai data primer dan sekunder sebagai sumber datanya. cara pengumpulan data melalui wawancara dan dokumentasi. Analisis deskriptif kualitatif terhadap data merupakan metode yang dipakai. Temuan penelitian ini menunjukkan bahwa realisasi belanja pegawai tahun 2019 dan 2020 tidak ekonomis sebab melebihi 100%, sedangkan tahun 2021 ekonomis sebab kurang dari 100%, dan kinerja belanja barang dan jasa sebagai serta belanja modal dari tahun 2019 hingga 2021 sangat ekonomis sebab kurang dari 100%. Tingkat efisiensi selama tiga tahun hasilnya adalah efisien sebab realisasinya kurang dari 100%. Dan tingkat efektivitas pada tahun 2019-2021 hasilnya yakni efektif sebab persentasenya mencapai 100%. The results of this study show that the realization of expenditures in 2019 and 2020 for personnel expenditures is not economical because the realization exceeds 100%, while in 2021 it is economical because the realization is less than 100% and expenditure on goods and services and capital expenditures from 2019-2021 is very economical because of its realization. less than 100%. The efficiency level for three years is efficient because the realization is less than 100%. And the level of effectiveness in 2019-2021 is effective because the percentage reaches 100%.
