| Abstract: | Penelitian ini bertujuan untuk mengoptimalkan biaya distribusi kontainer dari Kawasan Ekonomi Khusus (KEK) Sei Mangkei menuju Pelabuhan Belawan dan Kuala Tanjung dengan metode Integer Linear Programming (ILP). Permasalahan distribusi kontainer sering menimbulkan biaya tinggi akibat keterbatasan kapasitas serta alokasi rute yang kurang efisien. Model ILP dibangun dengan mempertimbangkan biaya pengiriman kontainer isi maupun kosong, kapasitas kereta dalam satuan Twenty Equivalent Unit (TEU), serta jumlah kontainer yang harus dikirim. Hasil optimasi menunjukkan dua skenario. Penelitian ini bertujuan untuk mengoptimalkan biaya distribusi kontainer dari Kawasan Ekonomi Khusus (KEK) Sei Mangkei menuju Pelabuhan Belawan dan Kuala Tanjung dengan menggunakan metode Integer Linear Programming (ILP). Permasalahan utama dalam distribusi kontainer adalah tingginya biaya akibat keterbatasan kapasitas angkut serta alokasi rute yang belum efisien. Model ILP dalam penelitian ini dibangun dengan mempertimbangkan biaya pengiriman kontainer isi maupun kosong, kapasitas kereta dalam satuan Twenty Equivalent Unit (TEU), serta jumlah kontainer yang harus didistribusikan. Hasil optimasi menghasilkan dua skenario. Pada skenario pertama, jika seluruh kontainer dialokasikan ke Pelabuhan Belawan, biaya minimum tercapai sebesar Rp9.345.000.000 dengan konfigurasi pengiriman seluruhnya menggunakan kontainer 20 feet. Pada skenario kedua, jika seluruh kontainer dialokasikan ke Pelabuhan Kuala Tanjung, biaya optimal sebesar Rp10.827.777.000 dengan komposisi 1.863 unit kontainer 20 feet dan 4.137 unit kontainer 40 feet. Dibandingkan dengan biaya aktual distribusi sebesar Rp37.767.601.364, penerapan model ILP mampu menurunkan biaya distribusi hingga Rp20.172.777.000 atau mencapai efisiensi sekitar 46,56%. Penelitian ini menyimpulkan bahwa metode ILP efektif dalam memberikan solusi optimal distribusi kontainer, sehingga dapat dijadikan acuan dalam perencanaan dan pengambilan keputusan logistik di KEK Sei Mangkei. This research This aims to optimize container distribution costs from the Sei Mangkei Special Economic Zone (SEZ) to Belawan and Kuala Tanjung Ports using the Integer Linear Programming (ILP) method. The main problem in container distribution is the high costs resulting from limited transport capacity and inefficient route allocation. The ILP model in this research was developed by considering the shipping costs of both loaded and empty containers, train capacity in Twenty Equivalent Units (TEU), and the total number of containers to be distributed. The optimization results produce two scenarios. In the first scenario, if all containers are allocated to Belawan Port, the minimum cost achieved is IDR 9,345,000,000 with all shipments using 20-foot containers. In the second scenario, if all containers are allocated to Kuala Tanjung Port, the optimal allocation consists of 1,863 units of 20-foot containers and 4,137 units of 40-foot containers, with a total cost of IDR 10,827,777,000. Compared to the actual distribution cost of IDR 37,767,601,364, the application of the ILP model reduces distribution costs by up to IDR 20,172,777,000 or approximately 46.56% efficiency. This study concludes that the ILP method is effective in providing optimal solutions for container distribution and can be used as a reference in logistics planning and decision-making within the Sei Mangkei SEZ. |
