Efektivitas Penerapan Aplikasi Sistem Informasi Kinerja Komunikasi dan Informatika (Sikkomin DS) pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Deli Serdang

Abstract

Aparatur Sipil Negara (ASN) merupakan abdi negara yang memiliki tugas dan fungsi memberikan pelayanan administrasi kepada masyarakat. Akan tetapi kinerja ASN saat ini masih menghadapi kendala, seperti kurangnya efektivitas pelaporan kinerja, fleksibilitas waktu kerja, dan adaptasi teknologi. Di BKPSDM Kabupaten Deli Serdang, awalnya pelaporan kinerja masih manual yang menyebabkan rendahnya efisiensi dan akuntabilitas pegawai. Untuk mengatasi hal tersebut, pemerintah menerapkan aplikasi SIKKOMIN DS (Sistem Informasi Kinerja Komunikasi dan Informatika) melalui Peraturan Bupati No. 15 Tahun 2024 Tentang Aplikasi Kinerja Aparatur Sipil Negara Deli Serdang. Penelitian ini bertujuan untuk menganalisis efektivitas penerapan SIKKOMIN DS dalam mendukung kinerja aparatur. Metode yang digunakan adalah kualitatif dengan Pendekatan deskriptif, dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Menggunakan teori efektivitas James L. Gibson, yang mencakup indikator produktivitas, kualitas, efisiensi, fleksibilitas, dan kepuasan. Dari hasil penelitian menunjukkan bahwa aplikasi SIKKOMIN DS telah berjalan cukup efektif, terutama dalam aspek fleksibilitas, karena pelaporan dapat dilakukan kapan saja dan di mana saja. Namun, aplikasi SIKKOMIN DS masih terdapat kendala di beberapa aspek seperti belum adanya absensi digital dan keterbatasan kompatibilitas aplikasi pada beberapa perangkat. Oleh karena itu, BKPSDM perlu melakukan evaluasi dan pengembangan sistem lebih lanjut untuk meningkatkan kualitas pelayanan dan kinerja pegawai melalui transformasi digital yang berkelanjutan. The State Civil Apparatus (ASN) is a state official who has the duty and function of providing administrative services to the community. However, the performance of ASN currently still faces obstacles, such as the lack of effectiveness of performance reporting, flexibility of working time, and technology adaptation. In BKPSDM Deli Serdang Regency, initially performance reporting was still manual which led to low employee efficiency and accountability. To overcome this, the government implemented the SIKKOMIN DS (Communication and Information Technology Performance Information System) application through Regent Regulation No. 15 of 2024 concerning Performance Applications for Deli Serdang State Civil Apparatus. This study aims to analyze the effectiveness of the application of SIKKOMIN DS in supporting the performance of the apparatus. The method used is qualitative with a descriptive approach, with data collection techniques through observation, interviews, and documentation. Using James L. Gibson's theory of effectiveness, which includes indicators of productivity, quality, efficiency, flexibility, and satisfaction. The results showed that the SIKKOMIN DS application has been running quite effectively, especially in the flexibility aspect, because reporting can be done anytime and anywhere. However, the SIKKOMIN DS application still has obstacles in several aspects such as the absence of online attendance and limited application compatibility on several devices. Therefore, BKPSDM needs to conduct further evaluation and system development to improve service quality and employee performance through sustainable digital transformation.
