Abstract: Penelitian ini bertujuan untuk mengetahui bagaimana pengaruh Kompetensi Sumber Daya Manusia dan Motivasi terhadap Daya Saing Kompetitif melalui Kinerja UMKM sebagai variabel intervening pada UMKM Ulos di Tarutung, sebuah daerah yang berada di Tapanuli Utara. Penelitian kuantitatif menggunakan metode Structural Equation Modelling-Partial Least Square (SEM-PLS) dengan aplikasi SmartPLS 3.2.8 untuk menguji hubungan antara Kompetensi Sumber Daya Manusia, Motivasi, Daya Saing dan Kinerja UMKM secara langsung maupun tidak langsung. Penelitian ini menggunakan data primer dengan data diperoleh menggunakan kuesioner penelitian. Responden pelaku usaha UMKM Ulos di Tarutung sebanyak 100 responden dengan teknik pengambilan sampel menggunakan Slovin. Berdasarkan hasil uji hipotesis bahwa secara langsung Kompetensi Sumber Daya Manusia dan Motivasi berpengaruh positif terhadap Kinerja UMKM. Kinerja UMKM berpengaruh positif terhadap Daya Saing. Secara langsung, Kompetensi Sumber Daya Manusia danMotivasi berpengaruh positif terhadap Daya Saing. Secara tidak langsung, Kompetensi Sumber Daya Manusia dan Motivasi berpengaruh positif terhadap Daya Saing melalui Kinerja UMKM. This study aims to determine how the influence of Human Resource Competence and Motivation on Competitiveness through MSME Performance as an intervening variable in Ulos MSMEs in Tarutung, an area located in North Tapanuli. Quantitative research uses the Structural Equation Modeling-Partial Least Square (SEM-PLS) method with the SmartPLS 3.2.8 application to test the relationship between Human Resource Competence, Motivation, Competitiveness and MSME Performance directly and indirectly. This study uses primary data with data obtained using a research questionnaire. Respondents of Ulos MSME business actors in Tarutung were 100 respondents with a sampling technique using Slovin. Based on the results of the hypothesis test, Human Resource Competence and Motivation directly have a positive effect onMSME Performance. MSME performance has a positive effect on Competitiveness. Directly, Human Resource Competence and Motivation have a positive effect on Competitiveness. Indirectly, Human Resource Competence and Motivation have a positive effect on Competitiveness through MSME Performance.
