dc.description.abstractPelayanan Administrasi Kependudukan merupakan pelayanan publik yang harus di dukung kesetaraan tanpa diskriminasi, termasuk bagi masyarakat difabel atau dikenal disabilitas.Penelitian ini bertujuan untuk mengetahui dan mendeskripsikanEfektivitas Layanan Pendataan Administrasi Kependudukan Bagi Penyandang Disabilitas Di Kantor Camat Medan Selayang, beserta faktor pendukung dan penghambatnya. Peneliti merujuk pada teori Efektivitas menurut Richard M. Steers. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Informan penelitian ini sebanyak 6 orang, teknik penelitian yang digunakan meliputi: observasi, wawancara dan dokumentasi, sedangkan teknik analisis data menggunakan triangulasi data. Hasil penelitian menunjukkan bahwa : Efektivitas layanan pendataan administrasi Di Kantor Camat Medan selayang berjalan cukup baik namun tidak sepenuhnya optimal hal ini ditunjukkan dengan kekurangan fasilitas khususnya fasilitas pelayanan bagi penyandang disabilitas. Akantetapi kekurangan tersebut tidak menjadi penghalang agar terlaksananya layanan prima bagi masyarakat difabel. Terlaksananya layanan prima bagi masyarakat difabel sesuai dengan undang- undang pelayanan publik no. 22 tahun 2009 terlihat pada layanan jemput bola yang diberikan oleh petugas layanan di Kantor Camat Medan Selayang. Tidak terhalangnya kegiatan layanan bagi masyarakat khususnya masyarakat difabel ditunjukkan dengan nilai yang diberikan oleh pemerintahan kota medan kepada Kantor Camat Medan Selayang dengan nilai B+. Population Administration Services are public services that must support equality without discrimination, including for people with disabilities or known as people with disabilities. This study aims to determine and describe the Effectiveness of Population Administration Data Collection Services for People with Disabilities at the Medan Selayang District Office, along with supporting and inhibiting factors.Theresearcherrefersto thetheoryofEffectivenessaccording to Richard M. Steers. The research method used is qualitative with a descriptive approach. The informants for this study numbered 6 people, the research techniques used included: observation, interviews and documentation, while the data analysis technique used data triangulation. The results of the study showed that: (1) The effectiveness of administrative data collection services at the Medan Selayang District Office is running quite well but not fully optimal, this is indicated by the lack of facilities, especially service facilities for people with disabilities. However, these shortcomings do not become an obstacle to the implementation of excellent services for peoplewith disabilities. The implementation of excellent services for people with disabilities in accordance with the public service law no. 22 of 2009 can be seen in the outreach services provided by service officers at the Medan Selayang District Office. The unhindered service activities for the community, especially the disabled, are shown by the value given by the Medan city government to the Medan Selayang District Office with a B+ value.en_US
