Abstract: | The national economy of Indonesia was founded based on familial relationship and in cooperation where every production shall be handled by all for all members under the leader or bases to ownership of society. The national economy shall be held bases to the economy with an equality principle, efficiency, justice, sustainable, environmental insight, autonomy and it should keep balance of the progress and unity of national economy. An ideal economy system for Indonesia should be based on a jointly work of those society in whole, aims to improve the living standard of the society (by rising income per capita) and with a balance share for the wealthy derived obtained from the cooperation with joint work (equal share of income), means the state play an active role to deliver and conduct the economy development. One of pillars in the development of national economy is cooperation and small-scale business aiming to develop the people welfare and for local development in generally, this is to support how keeping the society in welfare and have justice based Pancasila and Undang-Undang Dasar 1945. In connecting with it, there are found some problems emerged in the development of business for cooperatio and small-scale business following received a roll-on fund on North Sumatra Province and the inhibiting occurring found and sometime that should befaced in implementing delivery credit with a roll-on system fund to those cooperative and small-scale business on North Sumatra Province. To this study adopted a quantitative descriptive method and then taken a conclusion that presenting a roll-on Capital credit for Cooperation and small-scale business do not run as expected. |
