Abstract: | This study aims to determine the role of the Ombudsman of the Republic of Indonesia Representative of North Sumatera in the Supervision of Service of the Medan city Population and Civil Registry service. The problems raised in this study are : 1) the role of the Ombudsman of the Republic of Indonesia North Sumatera Representative in the Supervision of service of the Medan City Population and Civil Registry Service, 2) Obstacles in the supervision of the Medan City Population and Civil Registry service. This study uses qualitative methods as a method of data analysis that takes he location of research in the ombudsman office of the Republic of Indonesia Representative of North Sumatera and the city population and civil Registry department. Data sources in this study were the head of the ombudsman, ombudsman employees and Discapil employees. Data was collected based on interviews and documentation. The results of this study indicate that the role of the Ombudsman of the Republic of Indonesia Representative of North Sumatera was carried out in the form of external supervision. External oversight is supervision carried out by the Ombudsman of the Republic of Indonesia Representative of North Sumatra to the Medan Population and Civil Registry Service. Actions taken in the supervisory process, namely incoming reports, follow-up of the first report and follow-up reports. |
Description: | Penelitian ini bertujuan untuk mengetahui Peranan Ombudsman Republik Indonesia Perwakilan Sumatera Utara dalam Pengawasan Pelayanan Dinas Kependudukan dan Catatan Sipil Kota Medan. Permasalahan yang diangkat dalam penelitian ini adalah: 1) Peranan Ombudsman Republik Indonesia Perwakilan Sumatera Utara dalam Pengawasan Pelayanan Dinas Kependudukan dan Catatan Sipil Kota Medan, 2) Hambatan dalam pengawasan Pelayanan Dinas Kependudukan dan catatan Sipil Kota Medan. Penelitian ini menggunakan metode kualitatif sebagai metode analisis data yang mengambil lokasi penelitian di kantor Ombudsman Republik Indonesia Perwakilan Sumatera Utara dan Dinas Kependudukan dan Catatan Sipil Kota Medan. Sumber data dalam penelitian ini adalah kepala Ombudsman, pegawai Ombudsman, dan pegawai Discapil. Data dikumpulkan berdasarkan dengan wawancara dan dokumentasi. Hasil penelitian ini menunjukan bahwa peranan Ombudsman Republik Indonesia Perwakilan Sumatera Utara dilakukan dalam bentuk pengawasan eksternal. Pengawasan ekternal adalah pengawasan yang dilaksanakan oleh Ombudsman Republik Indonesia Perwakilan Sumatera Utara kepada Dinas Kependudukan dan Catatan Sipil Medan. Tindakan yang dilakukan dalam proses pengawasan yaitu laporan masuk, Tindak lanjut laporan pertama dan tindak lanjut laporan. |
