Implementasi Peraturan Bupati Kabupaten Deli Serdang Nomor 05 Tahun 2021 tentang Penyelenggaraan Perlindungan Anak

Abstract

Implementasi merupakan salah satu tindakan untuk mencapai suatu tujuan yang telah direncanakan pada tahap sebelumnya terhadap pengambilan keputusan, Masalah terkait dengan anak masih terus saja terjadi khususnya pada Kabupaten Deli Serdang yang dimana tingkat kejahatan terhadap anak terus kian meningkat, hal ini lah yang menjadi perhatian bagi pemerintah daerah, masyarakat dan orang tua maupun keluarga yang memiliki anak. Tujuan dari penelitian ini adalah untuk mengetahui seberapa optimalnya pelaksanaan terkait dengan Peraturan Bupati Kabupaten Deli Serdang Nomor 05 tentang Penyelenggaraan Perlindungan Anak yang dilakukan oleh Dinas Pemberdayaan Perempuan dan Perlindungan Anak serta Pengendalian Penduduk dan Keluarga Berencana (P3AP2KB) Deli Serdang. Peneliti menggunakan metode penelitian kualitatif pendekatan deskriptif dengan teknik pengumpulan data menggunakan wawancara mendalam, observasi dan dokumentasi, dan menggunakan teori George C. Edward III yakni; komunikasi, sumber daya, disposisi, dan struktur birokrasi. Berdasarkan hasil penelitian diperoleh bahwa Implementasi Peraturan Bupati Kabupaten Deli Serdang Nomor 05 tahun 2021 tentang Penyelenggaraan Perlindungan Anak pada Dinas P3AP2KB Deli Serdang sudah berjalan dengan optimal, namun perlu adanya peningkatan kapasitas SDM dalam menangani perlindungan anak. Hal itu merujuk pada indikator dimana masih ada masyarakat yang belum mengetahui peraturan Bupati, kurangnya kapasitas jumlah SDM ( Sumber daya Manusia) Dinas P3AP2KB Deli Serdang bidang perlindungan anak, anggaran yang terbatas, serta minimnya sarana prasarana yang dimiliki oleh Dinas P3AP2KB Deli Serdang. Implementation is one of the actions to achieve a goal that was planned at the previous stage of decision making. Problems related to children still continue to occur, especially in Deli Serdang Regency where the level of crime against children continues to increase, this is a concern for the local government, the community and parents and families who have children. The aim of this research is to find out how optimal the implementation is regarding the Deli Serdang Regency Regent's Regulation Number 05 concerning the Implementation of Child Protection carried out by the Deli Serdang Women's Empowerment and Child Protection and Population Control and Family Planning (P3AP2KB) Service. The researcher used a qualitative research method, a descriptive approach with data collection techniques using in-depth interviews, observation and documentation, and used George C. Edward III's theory, namely; communication, resources, disposition, and bureaucratic structure. Based on the research results, it was found that the implementation of the Deli Serdang Regency Regent's Regulation Number 05 of 2021 concerning the Implementation of Child Protection at the Deli Serdang P3AP2KB Service has been running optimally, but there is a need to increase human resource capacity in handling child protection. This refers to indicators where there are still people who do not know the Regent's regulations, the lack of human resources (HR) capacity of the Deli Serdang P3AP2KB Service in the field of child protection, limited budget, and the lack of infrastructure owned by the Deli Serdang P3AP2KB Service.
