Abstract: UD. Makmur Tani merupakan gudang lini IV untuk dapat mendistribusikan pupuk bersubsidi ke para petani, namun kapasitas gudang yang dimiliki UD. Makmur Tani hanya mampu menampung 17.500 kg pupuk urea bersubsidi atau sebanyak 350 karung. Desa Pematang Lalang Kecamatan Percut Sei Tuan Kabupaten Deli Serdang termasuk salah satu desa di Kecamatan Percut Sei Tuan yang memiliki lahan pertanian yang cukup luas sehingga mayoritas pekerjaan masyarakat adalah sebagai petani. Kebutuhan pupuk bagi para petani menjadi bagian terpenting yaitu membutuhkan 2 sampai 3 karung pupuk urea untuk sekali masa penanaman hingga panen, sementara ketersediaan pupuk sangat terbatas karena jumlah petani di Desa Pematang Lalang sekitar 213 petani. Hal ini menyebabkan terjadi ketidakmerataan dalam penyediaan pupuk bersubsidi untuk petani di Desa Pematang Lalang. Penelitian ini dilakukan dengan menggunakan Metode Vendor Managed Inventory. Data yang diperoleh dari wawancara digunakan untuk menganalisa sistem distribusi pupuk subsidi dengan strategi vendor managed inventory dan tidak terikat pada Peraturan Menteri Perdagangan. Sehingga ditentukan jumlah minimum stok yang dapat memberikan cost yang rendah dengan tetap memperhatikan service level. UD. Makmur Tani is a level-IV warehouse responsible for distributing subsidized fertilizers to farmers. However, the warehouse has a limited storage capacity of only 17,500 kg of subsidized urea fertilizer, equivalent to 350 sacks. Pematang Lalang Village, located in Percut Sei Tuan District, Deli Serdang Regency, has extensive agricultural land, making farming the main livelihood of most residents. The fertilizer requirement for farmers is quite high, around two to three sacks of urea per planting period until harvest. Meanwhile, the availability of fertilizer is limited, as there are approximately 213 farmers in Pematang Lalang Village. This situation results in an unequal distribution of subsidized fertilizers among farmers in the area. This study was conducted using the Vendor Managed Inventory (VMI) method. Data obtained from interviews were used to analyze the subsidized fertilizer distribution system using the VMI strategy, which is not bound by the regulations of the Ministry of Trade. The study aims to determine the minimum stock level that provides the lowest distribution cost while maintaining an optimal service level.
