Abstract

This research is entitled The Effect of Government’s Policies on Service Quality of Birth Certificates Issuance, the purposes of this research are, firstly, to determine how the implementation of government’s policies on the issuance of birth certificates in the Department of Population and Civil Registration of Gunungsitoli, and, secondly, to determine the inhibiting factors in birth certificates issuance in Department of Population and Civil Registration of Gunungsitoli. This research is descriptive qualitative which uses SPSS 17.0 as method of data analysis. This research uses primary sources and secondary sources which were taken from official documents from Department of Population and Civil Registration of Gunungsitoli. After conducting the research it is found out that The Effect of Government's Policies on Service Quality of Birth Certificates Issuance of Gunungsitoli shows positive effect on Service Quality of Birth Certificates Issuances. The research finding shows the greatest effect on service quality of birth certificates issuance from the three variables, X1 (organization), X2 interpretation, X3 (application). Where X3 (application) shows the highest value, that is 0.784, where variable X3 (application) shifted into first place when applied to the study site. It can be concluded that there is significant effect between The Effect of Government’s Policies on Service Quality of Birth Certificates Issuance. From the results of data analysis it is found out that service quality of birth certificates issuance still requires further attention from the Local Government as policy implementers.
